Designed to carry 75,000 vehicles daily, it is now one of the most congested highways in the nation carrying 190,000 vehicles each day. The budget for its replacement is $10.8 billion and is scheduled for completion in 2004. Though construction began in 1991, there was no overseeing IT plan implemented until 1996.
